Margaret Vogt Leads
Special Education Panel

Margaret Vogt, Littman Krooks legal assistant and special education advocate, has been a member of the New York State Commissioner’s Advisory Panel for Special Education Services (CAP) since 1998.  This is her sixth year as chairperson.  The  panel, established by mandate of the Individuals with Disabilities Education Act (IDEA), counsels the Governor, Legislature, New York State Education Department, and Commissioner of Education on the educational needs of children with disabilities.

The group, which meets three times per year in Albany, regularly reviews all legislative and regulatory changes relating to special education and plays a major role in developing goals for the state’s special education performance plan, which must be filed with the federal government. Its latest meeting took place on October 28 and 29, at which time members reviewed regulatory and legislative proposals. They also discussed new diploma requirements for high school graduation and exit credentials to replace the IEP diploma.

Important topics that have recently been discussed include:

  • teacher certification rules;
  • development of newly mandated IEP forms;
  • an updated parent manual covering the special education process.
